President Museveni has taken a rare and fairly long holiday at his Rwakitura home,sending panic in the army ranks,and cabinet that the President is working on major reshuffles.The President went into holiday just before Christmas and he has been meeting different commanders alone & he is expected to announce either a mini cabinet reshuffle or a series of reshuffles including the army and permanent secretaries.

A serious row has erupted in government over how to source goods and services for next year's commonwealth Heads of Government meeting due in Uganda in November 2007.Uganda Shillings 67Billion has been budgeted for the conference to host the Queen of England and other 53 heads of state.

This has led to unprecedented construction of hotels in and around Kampala.However sources say one group of influential politicians led by Hon.Sam Kuteesa the Minister in charge of Foreign Affairs wants many CHOGM tenders not advertised for security reasons.This group is of the view that if tenders follow the normal prequalification process it will result in unnecessary delays.The group wants CHOGM tender committees  to use the method of preferred selection and identify the firms  to supply specific goods and services..More in the Red Pepper.

Americans wanted Kabila killed before Kinshasha fell

Uganda's delegation to the Great Lakes Conference in Nairobi mid this month was shocked to learn of a plot that had been hatched to blow up President Y.K.Museveni and the then Congolese rebel leader Laurent Desire Kabila.

The Dirty plot was hatched by persons linked to the American CIA and was to be executed on May 2,1997.The revelation to the Uganda Delegation was made as President Museveni was holding private talks with his Congolese counter part,President Joseph Kabila,son of the late Laurent at Gilgil in Nairobi ,Dec 15.

Bush war Hero overtakes Minister Mbabazi & VP Bukenya in succession line

As the year 2006 winds up the politics of succession heats up.Four years are left till the next presidential and Parliamentary elections.The FDC President has already declared he will contest come 2011.Museveni is yet to but in the meantime the leading advisers are doing their homework vetting other candidates should Museveni choose not to run again.Of the many names that are being considered Gen.Caleb Akandwanaho aka Salim Saleh is taking a new early lead.The list has 40 names.More in the Red Pepper.

Bukenya,Nsibambi very furious,Consider resigning from Office

While the Uganda Government intensifies its preparations to host the CHOGM serious squabbles among top government officials are threatening this occasion slated for November 2007.The Vice President and the Prime Minister are not happy with the way the Minister for Foreign affairs has hijacked the CHOGM preparations.Kutesa is appointing various committees that are given different responsibilities for the CHOGM,something that should involve the Vice President and the Prime Minister.

Bukenya is also unhappy because when the President is unable to travel for important meetings he will send Kuteesa and yet protocol demands that Bukenya should step in like in the recently concluded UN General assembly Opening.

Kuteesa also heads the exploration of oil and is the only Minister well versed with the relations between China and the government of Uganda.Kuteesa became very powerful when he became President Museveni's in-law in 1999 becauase the Presiden'ts son Muhoozi Kainerugaba married kuteesa's daughter.

Tax body wants Tax to be included in Price for Fuel

Uganda Revenue Authority is to abolish road licenses and introduce a new system effective July '07.Experts have drafted a policy which is due for consideration by government technocrats and cabinet.URA wants to levy a small tax per litre of fuel used in vehicles to contribute to a new road fund that will take care of the losses.The proposed abolition is as a result in increased defaults and forgeries of license stickers.

With over 500,000 vehicles and motorcycles in Uganda,we cannot police all roads,neither police even the city roads 24 hours a day

Last week Chameleon was invited for a show in Colorado USA,and by the time he got there the hotel in which he was to be booked in was full leaving them with no option but to shift to the promoters house which Chameleon had no objection to.An argument broke up when the host played videos of other Ugandan Artistes something that did not go down well with him,he grabbed the remote control from her to change the insulting videos.In the process the promoter's household items were damaged.

List of 100 Schools which cheated

Shock as large sums of money are discovered in O'Level answer sheets

As the O-Level marking comes to an end markers were discovering brand new notes of Ugx 50,000 shilling denomination inserted in answer sheets.On top of the 50,000 was a note asking for leniency to the person marking,the students left their phone contacts to.The examiners who landed on such just laughed it off and used the money to buy Airtime.With 80% of the O-Level exams marked it has been noted that hundreds of schools have been caught in the complicated web of cheating.Most of the schools are in Kampala and the surrounding districts.Masaka,Luwero,Busia and Gulu are other districts cited in the scam.

General Tinyefuza ,Kayihura ordered to report to PGB

The President has authorized a major plan that shakes up the country's security system.In an unprecedented move, the Presidential Guard Brigade will plat center stage and force commanders & coordinators must first get the PGB approval for any operation & activities.This is dubbed the New Grand Christmas Security plan where the PGB will be in charge of Kampala.This also means that all heads of Police,the Prisons,ISO,ESO,CMI and all others must get clearance from the head of PGB.This will see the Coordinator of Intelligence services,the IGP reporting to the PGB this season.UPDF officers can be deployed at various police stations to beef up the regular constables.Mobile Police units and plain clothes security personnel will be beefed up this Christmas.Many private cars have been hired for security monitoring in different parts of Kampala this season.

Bereaved Relatives want billions in Compensation for Robinah's Death

The family of the murdered city lawyer Robinah Kiyingi is dragging her Husband Dr.Aggrey Kiyingi to court after he was acquitted.They want compensation from him for Robinah's murder.A civil case is being opened this time round spearheaded by Robinah's sister Eve Kasirye Alemu.While Justice Opio Aweri was convinced that Dr.Kiyingi may have had a hand in plotting the murder,he was not convinced beyond  doubt that actually Kiyingi participated in the murder.In the nutshell the evidence brought against Kiyingi was not convincing enough to convict Dr.Kiyingi.In the civil suit Eva and the siblings hope to convince the judge that Kiyingi was liable for the murder of his wife based on his conducts and death threats.

If he loses the civil court he will be ordered to pay compensation to the relatives which can be in billions considering the fact that Robinah was a high profile person.This case is also compared to the 1994  O.J Simpson trial murder of his former wife Nicole Brown Simpson and her lover Ronald,O.J was acquitted too but he lost the civil case and ordered to pay the families of the deceased huge amounts..

DPP,Police furious,plan to have Cardiologist Re-Arrested

Its less than a week after the heart surgeon,Dr Agrrey Kiyingi was acquitted of charges of murdering his wife Robinah,the surgeon faces re-arrest over other charges.The State has also filed a notice of appeal against the justice Opio Aweri rulling that acquitted Kiyingi and two others.Dr.Kiyingi's comments after his acquittal in which he blasted Police and other parties over his arrest have riled many officers in the Police and the Directorate of Public Prosecution.During a press conference Kiyingi said he had forgiven all those who caused him pain except the government for illegal detention.More in the Red Pepper.

70 Million missing from Late Robinah's Bank Account

The mysteries surrounding the murder of Robinah Kiyingi will simply not go away.The family of Dr.Aggrey Kiyingi held a crisis meeting on Tuesday night on discovering that US $ 39,000 ABOUT Ugx 70 Million had vanished from one of Robinah's bank accounts.The meeting took place on the sideline of the major bash thrown by Dr.Kiyingi to celebrate the acquittal of the murder of his wife.Meanwhile Kiyingi has got a Ugandan Passport plus a visa to Australia after his Australian passport was cancelled.

New Commando Unit Named 'Air Force One'

President Yoweri Museveni has formed a special force to protect himself and his family as threats to his security increase.The new force has been curved out of the Presidential Guard Brigade officers to formulate the Air Force One (AFO).An elite team of young officers is already,are already in the second phase on training in Russia after the first one with PGB and on return they will be in charge of the Presidential jet.This will see the traffic sign call of the jet changing too.The training of the new unit was coordinated by the President's son and the President's pilot Brigadier Ali Kiiza.The Red Pepper reported the President had survived five assassination plots in the last 10 years.

International Heart Surgeon Aggrey Kiyingi yesterday broke down in tears of joy after high court judge Rubby Aweri Opio acquitted him of the murder of his wife,Robinah Kiyingi on July 11,at Buziga last year.The Judge agreed with the two assessors who advised him to acquit the three accused on the grounds that they had failed to produce enough evidence. According to the Judge the acquittal was on grounds of lack of incriminating evidence.After the ruling ,Dr.Kiyingi moved out of court to his car without shaking hands with excited relatives while the relatives to the late Robinah Kiyingi left in grief as they declined to make comments to the press.

An increasing number of donors and humanitarian NGOs are pressing President Museveni to replace the Inspector General o Police ,Maj.Gen.Kale Kayihura for allegedly militarising a section of police to harass the opposition.The want him replaced before the commonwealth conference scheduled for November next year.Sources close to the donors claim that Kayihura has a private unit of the military dressed as police,whose assignment is to frustrate and scatter opposition gatherings and activities.

Nabbed assassin meets President ,Spills Details of secret plot hatched in Kabalagala

The Man who attacked the Presidential Press Secretary Tamale Mirundi has revealed a sinister plot to assassinate the President.The man who  has been arrested has also met the President and recounted the plot that was hatched last month in Kabalagala.The man has pleaded that he was not a wrong person but  he was only desperate to save the life of the president for he was part of the meeting that carried out the plot.The names of the financiers who were sympathetic to FDC have been withheld for now.

On Monday night at National Theatre,the current artiste of the year,Bobi Wine took the weed and was visibly high that he started abusing who ever looked at him badly.Whoever shot back was kicked or boxed.The MC of the night Ras Ssali received a punch from the artiste of the year for refusing to let him perform when he wanted to.Guards were called in for reinforcement but no sooner had they left than Bobi ordered for a crate of guiness which he later smashed on the floor.This forced the security to throw him out and banned him from the National theatre.It is alleged he took five sticks of weed before heading to the theatre.

Uganda's President in trouble over 1994 Rwanda War

The French Judge who has caused a storm by calling the French prosecutor's office to cause indictment for Rwandese President Paul Kagame now wants Uganda's President also indicted.According to highly placed sources in the Rwanda Intelligence,the French Judge Jean Louis Bruguiere is now working with some Ugandans who are opposed to President Yoweri Museveni to indict him as well.They allege that Museveni,who was the President of Uganda at the time ,should take some blame for the eventual downing of the plane that killed former Rwandan President Juvenal Habyarimana and as a result caused the 1990 Genocide.More in the Red Pepper

Intelligence sources have uncovered a well orchestrated plot to assassinate more of the key people close to President Y.K.Museveni.The plot aims at eliminating four people i.e. Gen.Salim Saleh,the President's brother and Minister for Microfinance,Major Muhoozi Kainerugaba who is Museveni's son and an officer in the PGB (Presidential Guard Brigade),Mrs Amelia Kyambadde,the powerful and influential private secretary to the president and Mr.Mbabazi Amama,the minister for Security.Intelligence sources said the four said persons are considered 'Presidential stabilizers' because it is they who can restrain the President from extreme action.

The Red Pepper has already reported that security Minister Amama Mbabazi who is moving closer to succeeding Museveni ,was the target of an assassin.Sources said last week that Mbabazi was being targeted because of the succession battles.But that seems to have changed now.Mbabazi is already traveling in one Museveni's armored Toyota Land Cruiser.

A man believed to be an expert assassin and terrorist  was on Wednesday arrested  near Gen.Salim Saleh's office as he tried to kill the Microfinance Minister.Redpepper's security and intelligence sources told us yesterday that the man had an array of explosives when he was intercepted at Communications House in the heart of Kampala as he tried to get into Saleh's office.

A warrant of arrest has been issued for local musician Bebe Cool for missing a court case in which he is charged with indecent assault.His failure to appear in court was the second time he had missed the hearing of his case. Bebe Cool was arrested for assaulting a police officer Monica Kabagenyi at Entebbe International Airport in September this year.Bebe Cool is to appear before the Magistrates' court before on January 11,2007 without fail.
