The Uganda Law Society (ULS) has strongly urged authorities to strictly observe constitutional safeguards following the arrest of retired Lt Gen Peter Elwelu. The lawyers’ body cautioned against arbitrary detention, interference with legal representation, and what it termed trial by media.

Gen Elwelu was taken into custody in Soroti City on the evening of November 2, 2026. The arrest followed public statements made by the Chief of Defence Forces, Gen Muhoozi Kainerugaba, which alleged that the retired senior military officer was engaged in subversive activities aimed at destabilising the Teso sub-region.

In an official statement released on Tuesday, ULS President Mr Isaac Ssemakadde emphasized that the State must uphold the fundamental rights of the former Deputy Chief of Defence Forces. He stressed that due process applies to every citizen, regardless of their military rank, past positions, or the nature of the allegations brought against them.

Sources indicate that Gen Elwelu surrendered himself to security operatives after learning that he was being sought, reportedly stating that authorities should come for him directly if he had any case to answer. Meanwhile, local leaders from the Teso sub-region have reportedly engaged President Yoweri Museveni regarding the unfolding situation as security and political developments continue to draw widespread public attention.
