Embattled retired Lt Gen Peter Elwelu voluntarily handed himself over to security operatives on Monday evening at his Senior Quarters office located in Soroti City West Division, according to inside sources. The move directly contradicts earlier reports suggesting the former senior military official was captured during an intense manhunt.
Sources revealed that following his surrender, Elwelu was briefly transferred to a local army barracks before being relocated to the Ateker Villa Hotel along the Soroti–Serere road. Notably, the hotel is owned by the Deputy Chief of Defence Forces, Lt Gen Samuel Okiding.
Elwelu, who previously served as the Deputy Chief of Defence Forces, a senior presidential advisor, and an army representative in Parliament, had reportedly been sought by security agencies. Authorities were investigating allegations linking him to the coordination of subversive activities intended to destabilize the Teso sub-region, as well as accusations of stockpiling firearms.
The development has triggered significant reactions among regional leaders and legal bodies. Teso leaders, including Minister of State for Foreign Affairs Calvin Echodu, reportedly approached President Yoweri Museveni regarding the situation. Meanwhile, the Uganda Law Society has strongly demanded that the State strictly respect Elwelu’s constitutional rights and ensure full adherence to due process.
