A group of technology experts has introduced a new digital platform designed to boost transparency and accountability across public works in Uganda. Known as the Public Project and Procurement Transparency System (UPPTP), the innovation aims to bridge the information gap between communities, local governments, and ministries.
According to Japheth Kitimbo, Chairperson of the Uganda Association of ICT Professionals, the platform was conceived to combat persistent issues of poorly executed projects, delays, and misuse of public funds. The initiative comes in the wake of recent field tours by Local Government Minister Balaam Barugahara, which uncovered numerous substandard works that had bypassed routine physical inspections.
The system functions as a remote monitoring and feedback tool. Citizens will be able to upload photos or short video clips of defective infrastructure, such as poorly constructed schools or delayed roads, directly into the platform. Each submitted complaint generates a unique reference number to ensure authorities can track the issue and take corrective action.
In addition to citizen reporting, the platform requires contractors to submit periodic progress updates, including quarterly reports for major tasks like road construction. The system will also display vital project details to the public, such as total budgets, start dates, implementation periods, and expected completion timelines.
While the association is ready to spearhead the rollout, a nationwide deployment will require substantial hosting infrastructure and large digital storage capacity to sustain records for over a decade. The success of the UPPTP ultimately relies on government adoption and its integration into existing public procurement frameworks.
