The Minister for General Duties, Eng. Hillary Onek, has expressed deep disappointment regarding the ongoing renovation works at Pece Stadium in Gulu City. Following an inspection on October 21, the minister questioned the value for money, describing the technical execution as shoddy and disproportionate to the funds spent.

The National Council of Sports is currently upgrading the historic venue as a designated training ground ahead of the 2027 Africa Cup of Nations (Afcon). However, Minister Onek pointed out that the current structures merely duplicate facilities previously demolished at the site, asserting that the existing infrastructure is worth no more than one billion shillings.

“13 billion shillings can build a fully-fledged stadium, not just a pavilion like this one,” the minister remarked, noting that project supervisors have significant explanations to provide.

Local leaders have also raised concerns about delays and timeline discrepancies. Ms. Florence Alanyo, the Assistant Resident District Commissioner for Gulu, pointed out confusion surrounding the completion dates, noting that the project has already consumed months of its scheduled timeline.

In defense, Site Engineer Mr. Daniel Matsiko maintained that the team is doing its best to finalize the remaining tasks. The project, which was handed over to the UPDF Engineering Brigade in May, aims to deliver a 1,000-seater pavilion, dressing rooms, floodlights, an artificial turf, and a perimeter wall fence.
