Members of Parliament on the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) have put the National Council of Sports (NCS) on the spot over the disbursement of Shs20 billion to the UPDF Engineering Brigade. The funds were meant for constructing a training pitch and associated facilities at Kyambogo University ahead of the 2027 Africa Cup of Nations (AFCON).
During an oversight inspection led by COSASE Chairperson Muwada Nkunyingi, legislators uncovered glaring discrepancies between the project’s Bill of Quantities (BoQ) and actual deliveries on the ground. Notably, the committee observed missing infrastructure, including a project gate that was purportedly paid for but never constructed. Furthermore, while contractual specifications required 17 windows and 22 doors for the players’ dressing rooms, physical counting revealed only 11 windows and 11 doors.
Lawmakers also demanded procurement documentation for pitch maintenance equipment that officials claimed cost Shs1.2 billion, alongside a standby generator and water sprinklers.
“You received money for a gate, but there is no gate on site. How do you explain that? This is misuse of public funds,” Nkunyingi stated during the visit.
The committee further widened its inquiry to NCS headquarters, where MPs discovered that funds appropriated for purchasing computers had allegedly been diverted to procure office tables. Concluding the inspection, COSASE directed both the NCS and the UPDF Engineering Brigade to present comprehensive procurement, payment, and accountability documents at their upcoming parliamentary sitting.
