The United States government has announced strict sanctions targeting Rwanda’s ministry of defence and a prominent financial institution. Washington took the action over allegations that Kigali continues to provide vital support to the M23 rebel group operating within the eastern region of the Democratic Republic of Congo (DRC).
According to the US Department of the Treasury, the newly announced measures also focus on the Zigama Credit and Savings Society. American officials claim the institution has facilitated military and financial backing for both M23 and its political wing, the Congo River Alliance. US Treasury Secretary Scott Bessent emphasized that these punitive steps are designed to hold Rwanda accountable to the Washington Accords for Peace and Prosperity, which leaders signed in December 2025.
Washington accuses Rwandan security forces of deploying thousands of troops into the North and South Kivu provinces. Reports indicate these forces have worked alongside M23, supplying them with advanced military equipment, logistical support, and training. Additionally, US authorities claim that Zigama processed multi-million dollar transactions for weaponry, ammunition, and even assisted in transporting gold extracted from rebel-controlled territories.
The persistent conflict in eastern Congo continues despite ongoing diplomatic initiatives. Although Rwandan President Paul Kagame and Congolese President Felix Tshisekedi previously agreed to peace terms, fighting has not stopped, and M23 maintains control of key areas. Kigali has consistently denied backing armed groups in the DRC, pointing instead to legitimate security concerns regarding the FDLR.
Following these new designations, any assets belonging to the targeted entities that fall under US jurisdiction will be blocked, and transactions with them are generally prohibited. The ultimate goal of the sanctions is to enforce compliance with regional peace agreements and restore stability to eastern Congo.
