The Parliament of Uganda is reviewing its budgetary allocations to prepare for the remuneration of its representatives to the East African Legislative Assembly (EALA). Speaking during an extraordinary meeting of the Speakers’ Bureau of the East African Community (EAC) in Nairobi, Kenya, Speaker Jacob Marksons Oboth confirmed the country’s readiness to implement the changes.
This development follows resolutions made during the 25th Ordinary Summit of EAC Heads of State, held in March 2026 in Arusha, Tanzania, where President Yoweri Museveni assumed the rotational chairmanship of the regional bloc. During the summit, regional leaders agreed that starting December 2027, respective national assemblies would directly shoulder the responsibility of paying EALA legislators.
Speaker Oboth emphasized that Uganda stands prepared to execute this directive once the necessary legal amendments are finalized. He noted that the country will participate fully in amending the Treaty for the Establishment of the East African Community and will update its own parliamentary rules of procedure accordingly.
In addition to remuneration changes, the summit adopted a new EAC financing formula effective July 2026, alongside a 50 percent waiver on outstanding partner state arrears. Oboth also highlighted Uganda’s support for proposed modifications regarding the election model for EALA representatives under Article 50(1) of the treaty, which grants partner states autonomy in identifying and selecting their nine regional delegates.
Reaffirming Uganda’s steadfast commitment to regional integration, Oboth confirmed financial contributions for the upcoming EAC Inter-Parliamentary Games scheduled for December 2026 in Arusha, Tanzania. These games continue to serve as a vital platform for fostering solidarity and cooperation among regional parliaments.
