A high-stakes six-hour meeting at State House has left officials scrambling after President Museveni uncovered a suspicious amount of $134 million, translating to about Shs578 billion, tied to a multi-million-dollar digital number plates deal.
The meeting, which brought together key stakeholders, focused on the controversial Intelligent Transport Management System (ITMS). During the discussions, the President raised serious concerns regarding inadequate security features embedded within the digital plates supplied for vehicles and motorcycles across the country.
Following these revelations, authorities summoned the directors of Joint Stock Company (JSC) Global Security, the Russian firm contracted to supply and install the tracking technology. The agreement has faced mounting scrutiny from various fronts, including the Attorney General, who previously declared aspects of the 2021 deal legally questionable.
Despite ongoing debates regarding value for money, system effectiveness, and project feasibility, lawmakers and government officials continue to inspect production units and evaluate tracking processes. Questions regarding transparency, cost inflations, and legal compliance remain at the forefront as the government reviews the multibillion-shilling initiative.
