Uganda is keen on strengthening parliamentary diplomacy with the Russian State Duma to further deepen bilateral relations between the two nations. Parliament Speaker Jacob Oboth highlighted this objective during discussions with representatives of the Russian State Duma, noting that both countries share a rich and longstanding history.

The talks took place on Monday, 26 October 2026, on the sidelines of the 12th BRICS Parliamentary Forum held in New Delhi, India. Speaker Oboth was accompanied by Leader of the Opposition Joel Ssenyonyi, several legislators, and Uganda’s High Commissioner to India, Prof. Joyce Kikafunda.

According to Oboth, both legislative bodies stand to benefit immensely from mutual cooperation and shared experiences. During the engagement, both sides extended mutual invitations for official visits to foster closer diplomatic ties.

The Russian delegation featured notable figures, including Deputy Chairman of the State Duma Alexander Babakov, Vladislav Davankov, Vladimir Kashin, economic policy committee member Nadezhda Shkolkina, and Russia’s Ambassador to India, Denis Alipov.

Representatives from the Russian side emphasized that parliamentary engagement should actively support the strong diplomatic foundation established by the presidents of both nations. Consequently, the State Duma announced plans to establish a dedicated group of deputies focused specifically on strengthening relations with Uganda.
