Parliament Speaker Jacob Oboth has emphasized the need to strengthen parliamentary diplomacy with the Russian State Duma. According to the Speaker, deepening relations between the two legislative bodies will help cement the longstanding bilateral ties shared by Uganda and Russia.

Speaking on Monday, 26 October 2026, on the sidelines of the 12th BRICS Parliamentary Forum in New Delhi, India, Oboth noted that both nations enjoy a deep historical relationship. He stressed that their respective parliaments should leverage this foundation for mutual benefit and legislative learning.

“Uganda and Russia enjoy a very deep historical relationship that dates back many years,” Oboth stated during the bilateral discussions. He added that both institutions have valuable experiences to share with one another.

Accompanying the Speaker was a high-level Ugandan delegation, including the Leader of the Opposition, Hon. Joel Ssenyonyi, several members of parliament, and Prof. Joyce Kikafunda, Uganda’s High Commissioner to India. During the engagement, reciprocal visits were extended to further solidify diplomatic channels.

The Russian delegation featured notable figures such as Deputy Chairman of the State Duma Alexander Babakov, Vladislav Davankov, Vladimir Kashin, and Nadezhda Shkolkina, alongside Russia’s Ambassador to India, Denis Alipov.

Representatives from the Russian side noted that frequent meetings between the presidents of both nations have established a strong baseline for future cooperation. Consequently, the State Duma announced plans to establish a dedicated group of deputies focused specifically on fostering relations with Uganda.
