Hajji Yunus Kakande, the Permanent Secretary in the Office of the President, has cautioned that Uganda’s path toward ambitious economic transformation could be derailed if the nation fails to maintain sustained peace, the rule of law, and strong institutional accountability.
Speaking at the Fifth Annual Performance Review of the Governance and Secretariat Programme for the 2025/2026 financial year, Kakande stressed that governance and security must anchor the development agenda. He noted that lasting economic growth cannot occur without a stable political backdrop, pointing to global conflicts as a reminder of instability’s devastating toll.
Reflecting on Uganda’s history, Kakande highlighted the progress made in consolidating peace since 1986 following years of political turmoil. He urged stakeholders not to take these hard-won gains for granted, emphasizing that investor confidence, social stability, and public service delivery all rely heavily on predictable legal frameworks and security.
The governance review aligns with Objective Five of the Fourth National Development Plan (NDP IV) and feeds directly into the nation’s tenfold economic growth strategy. While acknowledging notable initiatives like the Sub-County Policing Model—which currently sits at nearly three percent national coverage—Kakande urged agencies to address lingering performance gaps and bolster multi-sector coordination.
