The Ministry of Gender, Labour and Social Development has directed local authorities across the country to intensify community mobilisation efforts for the monthly National Cleaning Day. The directive places special emphasis on engaging women, youth, and vulnerable populations to ensure widespread involvement in environmental sanitation exercises.
In an official communication issued by Acting Permanent Secretary Alex Asiimwe, the ministry praised local administrators and Community Development Officers for noticeable improvements in public health and urban cleanliness. Reports from various regions indicate that the initiative is fostering civic responsibility and better waste management in trading centres and towns.
Local government leaders have been tasked with providing hands-on leadership, supervising development officers, and submitting regular progress reports. While the Ministry of Gender spearheads community sensitisation and promotes occupational safety during the cleanups, the broader framework is supported by Cabinet directives and the Office of the Prime Minister.
Modelled similarly to regional community work programs like Rwanda’s Umuganda, the initiative draws its mandate from Article 39 of the Ugandan Constitution, which guarantees citizens the right to a clean and healthy environment. It also aligns with the National Environment Act and Public Health Act.
Authorities hope to make environmental stewardship a core national value as Uganda prepares for the next scheduled cleanup exercise.
