General Salim Saleh has disclosed that he personally intervened to secure improved medical treatment for detained veteran opposition politician Dr Kizza Besigye after discovering him in a critical condition. Speaking to more than 100 ruling party legislators at Kapeeka in Nakaseke District, the President’s brother and Chief Coordinator of Operation Wealth Creation explained that his actions followed an online prompt by his nephew, Chief of Defence Forces Gen Muhoozi Kainerugaba.
Saleh recounted visiting the ailing opposition leader and realizing that his health was in severe jeopardy. Recognizing the urgency of the situation, he arranged for Besigye to be transferred from Luzira Prison to the Joint Clinical Research Centre (JCRC) in Lubowa for specialized medical attention. The transfer took place alongside former Kampala Lord Mayor Erias Lukwago, with the Uganda Prisons Service confirming the relocation.
Despite confirming his role in addressing Besigye’s immediate health crisis, Saleh declined to address ongoing media speculation regarding whether he is leading broader negotiations for the politician’s release. However, his remarks hinted at a desire for broader political reconciliation. He emphasized the importance of preventing younger generations from inheriting old political grievances, expressing optimism that stakeholders might find common ground within the next few months.
Dr Besigye has been on remand since November 2024 following his arrest in Nairobi, Kenya, and subsequent transfer to Uganda to face treason charges alongside co-accused individuals. His ongoing trial before the High Court Criminal Division has faced disruptions, notably after he collapsed during a court session. While reports have circulated regarding behind-the-scenes talks to resolve his detention, family members and opposition representatives have previously dismissed claims of formal negotiations.
