The United States government has announced sweeping sanctions against Rwanda’s Ministry of Defence and a prominent financial institution. Washington accuses both entities of providing crucial support to the M23 rebel group operating in the eastern region of the Democratic Republic of Congo (DRC).

According to the US Department of the Treasury, the penalties also target Zigama Credit and Savings Society. The financial institution is accused of facilitating military payments, handling transactions for the rebels and their political allies, and helping transport conflict minerals from rebel-held territories to Kigali.

US Treasury Secretary Scott Bessent stated that the action holds Rwanda accountable for commitments made under the Washington Accords for Peace and Prosperity, which were signed by the Congolese and Rwandan presidents in December 2025. Washington claims Rwandan security forces have deployed thousands of troops into the Kivu provinces, supplying the rebels with advanced weaponry, logistical assistance, and training.

In response to the mounting pressure, Kigali has consistently denied allegations of backing the M23 movement. Rwandan officials maintain that the ongoing conflict stems from the domestic political and social marginalization of Congolese Tutsis. Furthermore, Kigali defends its security posture near the border by pointing to the presence of the Democratic Forces for the Liberation of Rwanda, viewing the armed group as a direct threat to its national security.

The newly imposed sanctions block any property and financial interests belonging to the targeted entities within the United States or under US control. The measures also prohibit American citizens and entities from engaging in business transactions with the designated groups.
