Report: Gold Smuggling Fuels ADF Insurgency in Eastern Congo

The Allied Democratic Forces (ADF), an Islamic State-aligned insurgency operating in the eastern Democratic Republic of Congo, is financing its violent campaign primarily through gold production and illicit smuggling networks. According to a report released on Tuesday by the investigative organisation The Sentry, the militia generates between $1 million and $1.6 million annually from mining sites in just one area of North Kivu province.
From these Congolese mining hubs, the gold is trafficked onward to refiners and export networks located in neighboring Uganda. Investigators noted that this steady stream of resource revenue has allowed the insurgent group to rely less on financial backing from the central Islamic State leadership, particularly following US sanctions targeting key network facilitators in late 2024.
Despite a joint military intervention launched by Ugandan and Congolese troops in late 2021 to combat the group, the ADF has demonstrated significant resilience. Rather than being defeated, the militia fragmented and moved deeper into remote mining territories across North Kivu, Ituri, and Tshopo provinces. Alongside gold mining, the insurgents also derive funds from cocoa production, extortion, and kidnappings.
Justyna Gudzowska, executive director of The Sentry, emphasized that the group has successfully adapted to military pressure by tapping into resource trafficking. She urged regional governments to aggressively target the financiers, gold traders, and facilitators sustaining the insurgency. While international attention has largely focused on other regional conflicts, such as the M23 rebellion, the ADF continues to exploit local economic networks in eastern Congo.
