The Inspectorate General of Government (IGG) has detained the current head teacher of Ntare School, Mr. Saul Rwampororo, his predecessor, Mr. Jimmy Turyagyenda, and a former typist, Ms. Peace Kebirungi. The arrests follow allegations of abuse of office and causing a financial loss of Shs110.8 million to the government.
According to the IGG’s Mbarara regional head, Ms. Sarah Magoola, the officials were taken into custody after reporting to summons at the regional offices. Investigators established that Ms. Kebirungi used a forged university admission letter in October 2015 to secure paid study leave, after which she deserted her duties.
Despite her absence, Ms. Kebirungi allegedly continued to draw a government salary for nearly a decade, spanning from September 2015 to August 2024. Furthermore, both Mr. Turyagyenda and Mr. Rwampororo are accused of authorizing school fees allowances for her, creating a false impression that she was actively working.
Investigators also uncovered that in 2023, Mr. Rwampororo forwarded Ms. Kebirungi’s application for early retirement despite her prolonged desertion. She officially retired in 2024 and received terminal benefits, gratuity, and monthly pensions. By the cutoff date of the inquiry, the cumulative fraudulent payouts totaled Shs 110,877,900.
Ms. Magoola confirmed that the suspects will be arraigned before the Anti-Corruption Court in Kampala to answer to charges of abuse of office and causing financial loss. Ntare School, located in Mbarara City, is one of Uganda’s most historic traditional institutions, boasting prominent alumni including Ugandan President Yoweri Museveni and Rwandan President Paul Kagame.
