Security authorities in Nebbi Municipality have apprehended a town agent and two SACCO leaders over the alleged mismanagement of Parish Development Model (PDM) funds. The arrests were executed on Tuesday evening following direct orders from the Resident District Commissioner (RDC) for Nebbi, Mr Robert Abak.
Mr Abak stated that the intervention was triggered by widespread complaints from beneficiaries and intended recipients regarding extortion and the creation of ghost beneficiaries. Emphasizing the government’s stance, the RDC noted that the funds are a revolving initiative intended to uplift the impoverished and that accountability is mandatory for anyone involved in financial malpractices.
Local leaders have highlighted various corrupt practices undermining the program. Mr Hassan Otwikende, the chairperson of Nduru cell in Hill ward, Abindu Division, reported that certain SACCO leaders bypass established vetting procedures to favor relatives. Furthermore, some officials allegedly intimidate elderly beneficiaries to obtain their mobile money PINs, unlawfully withdrawing funds.
Citing a recent incident involving the Wan-Acel SACCO where a leader was arrested for tricking an elderly woman out of Shs 1 million, local stakeholders continue to push for transparency. Nebbi Hill ward councillor Godwin Achora strongly condemned the exploitation of vulnerable citizens, warning that such acts derail the primary objective of driving economic growth and improving household livelihoods.
Statistics from 2026 indicate that Nebbi municipality has disbursed Shs 365 million to 365 beneficiaries within Nebbi Hill ward. However, enterprise groups continue to grapple with persistent challenges, including poor record-keeping, extortion, and the unlawful allocation of funds to non-members.
