The High Court in Kampala has intervened in the administration of the late Bank of Uganda Governor Prof. Emmanuel Tumusiime Mutebile’s estate, issuing interim orders to freeze properties and funds pending a full legal determination.
Deputy Registrar Suzanne Aisia Musooli of the Family Division issued the directives under Miscellaneous Application No. 4668 of 2026. The case stems from a dispute brought by Duncan Tumusiime Mutebile against estate administrators Betty Tumusiime Mutebile and Kyomukama David Mutebile.
Under the newly enacted restrictions, the administrators, their agents, and associated parties are strictly barred from selling, transferring, leasing, mortgaging, or otherwise disposing of any property belonging to the prominent estate. Furthermore, court directives prohibit any operations or fund withdrawals concerning a specific Bank of Baroda account held in the late governor’s name.
Aside from asset preservation, the court also addressed critical welfare concerns for the applicant. The ruling explicitly restrains the respondents from detaining or confining Duncan Tumusiime Mutebile in any psychiatric or mental health facility without formal court authorization. Additionally, the court mandated that Duncan’s lawful attorneys facilitate appropriate medical attention and appoint a suitable caregiver of his preference.
Prof. Mutebile, who led Uganda’s central bank for two decades, passed away in January 2022. The ongoing proceedings in the Family Division represent temporary precautionary measures rather than a final ruling on the estate’s proper administration. The substantive legal battle remains pending before the judiciary.
