The Minister of Gender, Labour and Social Development, Gen Henry Tumukunde, has directed a human resource audit at his institution to tackle mounting concerns over staff performance and accountability. Speaking during a four-day budget planning and evaluation retreat in Jinja City, the minister questioned whether the ministry’s staffing levels align with its actual output on the ground.

Highlighting the discrepancy between a large workforce and visible results, Tumukunde announced plans to bring in an independent human resource officer to evaluate personnel. The institution currently maintains over 300 permanent and pensionable staff, according to Acting Permanent Secretary Alex Asiimwe. Tumukunde expressed frustration with permanent employment terms, arguing that job security often fosters complacency and laxity within public service.

The retreat serves as a platform to review the previous financial year and establish priority areas for the 2027/2028 financial year. Asiimwe pointed out that a major challenge facing the ministry is the plight of approximately five million young people not in employment, education, or training, commonly known as NEET youth. Department heads also used the meeting to air concerns over budget constraints, with some officials calling for a dedicated vote to handle community mobilization and mindset change.
