Major changes are underway within Uganda’s security architecture following a recent command shake-up by the Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba. Highly placed sources indicate that the removal of military spymaster Maj Gen Richard Otto points to wider impending shifts across top security and intelligence agencies.
The restructuring follows a weekend meeting of the Joint Military Apparatus, which convened to formulate strategies aimed at curbing a rising wave of crime across the country. In the latest directive, Gen Muhoozi replaced Maj Gen Otto with his Intake 99 cohort-mate, Brig Oscar Munanura.
Col Chris Magezi, the acting director of Defence Public Information, confirmed the transition in an official statement. Brig Munanura has been elevated by a rank to an acting two-star general and appointed as Uganda’s new Chief of Defence Intelligence Security (C/DIS).
While the appointment and promotion mark a significant shift within the military intelligence apparatus, the decision remains subject to final approval by President Yoweri Museveni. Analysts are closely watching these developments as the military leadership continues to recalibrate its internal security strategies.
