In a series of early morning social media posts, Uganda’s Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba, announced that he had stripped former Deputy CDF Lt Gen Peter Elwelu of his military rank, reducing him to the rank of Private.
The statements, shared on the CDF’s official X handle, also claimed that military authorities had detained more than 20 former soldiers linked to the senior commander, alongside unverified claims regarding domestic matters. Lt Gen Elwelu did not publicly respond to the allegations by press time.
Legal experts note that such social media pronouncements lack formal backing from official military channels and run contrary to established legal procedures. Under the UPDF Act, demoting or reducing the rank of a senior ranking officer is strictly governed by rigid military law to protect substantive ranks from arbitrary administrative adjustments.
Beyond military discipline, Gen Kainerugaba touched upon regional security and economic issues. He commented on the recent killing of a former Rwandan Defence Forces officer in Uganda, suggesting possible involvement by external elements, and addressed the depreciation of the Ugandan shilling by linking it to delays in petroleum production.
