The Uganda Peoples’ Defence Forces (UPDF) has undergone a significant leadership change within its intelligence ranks. Major General Richard Otto has been replaced by Brigadier Oscar Munanura as the head of defence intelligence and security.

The transition was announced by Colonel Chris Magezi, the Acting Director of Defence Public Information, on behalf of the Chief of Defence Forces, General Muhoozi Kainerugaba. Alongside his new appointment, Munanura, who previously served as Otto’s deputy, has been promoted to the acting rank of major general. Meanwhile, Otto has been reassigned to the Joint Staff Human Resource Management for redeployment.

While the official military statement did not provide a specific reason for Otto’s departure, the reshuffle arrives amid a tense political and security climate. Security operations have faced intense public scrutiny following the disputed January 15 presidential election. Notably, opposition leader Robert Kyagulanyi, widely known as Bobi Wine, managed to evade a security search at his Magere residence and subsequently went into hiding before leaving the country for exile abroad.

Further compounding the security discourse are recent developments involving former Deputy Chief of Defence Forces, Lieutenant General Peter Elwelu. General Muhoozi recently claimed that Elwelu had gone into hiding and that his wife was being detained. Despite these high-profile developments, the UPDF has not explicitly linked Otto’s reassignment to either the opposition leader’s escape or the situation surrounding Elwelu.

The military leadership has officially congratulated Brigadier Munanura on his promotion and new responsibilities while commending Major General Otto for his dedicated service during his tenure leading the defence intelligence directorate.
