The Resident District Commissioner (RDC) for Nebbi, Mr Robert Abak, has instructed municipal leaders to publicly display all financial expenditures concerning government road funds and local revenue collections. The directive follows growing frustration among residents regarding accountability and the poor state of the local road network.
Speaking during a recent groundbreaking ceremony for a three-kilometer road project in Nebbi Municipality, Mr Abak stressed that transparency is vital for community monitoring. He urged the Town Clerk and the municipal engineer to publish financial releases, bills of quantities, work plans, and project timelines on public signposts.
“Every project must have signposts showing how much money, contractor, and timeline the community must monitor,” Mr Abak stated, noting that his office has received numerous complaints about unaccounted-for funds meant for road maintenance and revenues collected from the local taxi park and bus terminal.
Local residents have voiced sharp criticism over the management of public funds. Mr Alfred Kumakech, a resident of Abindu Ward, pointed out that despite the municipality receiving Shs1 billion under the Uganda Road Fund during the previous financial year, many murram roads remain neglected and impassable.
In response to the public outcry, Town Clerk Mr Samson Natsambwa encouraged citizens to actively participate in budget conferences and demand better service delivery to ensure public officials remain accountable.
Meanwhile, municipal engineer Rogers Wako explained that equipment shortages have severely hindered infrastructure maintenance. Lacking its own dedicated machinery since achieving municipal status in 2016, Nebbi is forced to rely on hired equipment from the district, creating significant delays in executing planned road works.
