The High Court has stepped up pressure on security agencies concerning the disappearance of People’s Front for Freedom (PFF) activist Sam Mugumya. Justice Simon Peter Kinobe has ordered authorities to investigate and identify the individual who recorded and circulated recent videos allegedly showing Mugumya in a severely weakened condition.

Alongside tracing the source of the footage, Justice Kinobe directed respondents to file a comprehensive investigation report detailing active efforts made to locate Mugumya, who has reportedly been missing for nearly two years.

The court directives arrive amid mounting national attention and parliamentary scrutiny regarding his whereabouts. Mugumya is well-known as a former aide to veteran opposition figure Dr. Kizza Besigye. The controversy surrounding his disappearance intensified following explosive remarks from military chief Gen Muhoozi, as well as mounting pressure from the Uganda Law Society, which plans to petition the United Nations.

Parliament has previously issued a strict two-week ultimatum for the government to account for Mugumya and other missing citizens. Legal teams continue to push the judiciary to fast-track detention cases and demand accountability from state actors regarding human rights violations.
