State House has launched an intervention to resolve a bitter 37-year-old land conflict in Isingiro District. The long-standing feud has been characterized by decades of legal battles, illegal land grabs, military involvement, and fatal violence in an area where local security apparatus and courts have struggled to bring peace.
The dispute is centered in Kyempara Cell, Kahungye Village, located in Kabingo Sub-county. It primarily involves the family of the late Philip Rubakare and the family of Fred Rusisi.
According to historical accounts, the conflict traces back to 1989. At that time, the Rusisi family allegedly grabbed four acres of land belonging to the Rubakare family, sparking a generational cycle of tension and confrontation.
The situation reached a particularly violent boiling point on April 4, 2018. On that day, members of the Rubakare family reportedly launched an attack on the home of Fred Rusisi, escalating the local crisis.
With local mediation efforts and court rulings failing to stop the cycle of violence over the decades, the intervention by State House brings new hope for a permanent resolution to the deep-seated grievances in Isingiro District.
