The legal battle concerning the estate of the late Bank of Uganda governor, Emmanuel Tumusiime Mutebile, has taken a dramatic turn. Duncan Tumusiime Mutebile has filed a civil suit in the High Court of Kampala alleging that estate administrators have concealed valuable assets and unlawfully confined him in a psychiatric facility to silence his challenges.
According to Civil Suit No. 342 of 2026, Duncan is seeking to revoke the letters of administration held by his stepmother, Betty Tumusiime Mutebile, and David Kyomukama Mutebile. He claims the administrators submitted misleading inventories, concealing commercial properties in Kololo, shares in Garuga Properties, and land holdings in Lwengo and Nakaseke. Furthermore, he alleges that specific estate properties were improperly transferred into personal names without proper consent.
The dispute also involves serious allegations of personal restraint. Duncan’s attorneys claim he was forcibly confined at the Hope and Beyond Rehabilitation Centre in Mpigi to block his legal challenges. A formal complaint has since been lodged with the Office of the Director of Public Prosecutions and Kira Road Police Station, prompting state prosecutors and police to request investigative files and medical assessments.
In their defense, the estate administrators have rejected Duncan’s claims, arguing that he is not the biological son of the former governor and questioning his mental capacity due to a bipolar affective disorder diagnosis. However, Duncan’s legal team has countered with a birth certificate and a recent psychiatric evaluation from Kira Health Centre IV, which concluded that he possesses intact cognition and full orientation.
