The Ugandan government has officially introduced the fourth phase of the Northern Uganda Social Action Fund (NUSAF IV), committing Shs1 trillion to eradicate poverty, generate employment, and uplift household livelihoods across nine sub-regions. Running through December 2031, this ambitious initiative spans the Acholi, West Nile, Lango, Teso, Karamoja, Elgon, Bukedi, Busoga, and Bunyoro sub-regions. Organisers intend to build resilience for 1.8 million vulnerable individuals while establishing roughly 860,000 job opportunities.

During a recent induction workshop for technical staff and local leaders in Gulu City, stakeholders discussed implementation frameworks and accountability measures. James Ebitu, a senior World Bank official, emphasized that project support will be customized to address differing vulnerability levels across the regions. He urged local authorities to maintain transparency so that assistance reaches the most deserving communities.

Local leaders also highlighted key priorities and past lessons. Pader District chairperson Alfred Akena welcomed the rollout while cautioning against historical pitfalls, such as fund diversion and resource mismanagement. Akena stressed the importance of factoring in climate change and safeguarding community land. Meanwhile, Gulu City Mayor Julius Achire Labeja advocated for a strong focus on youth skills training to guarantee sustainable employment benefits for the younger demographic.

Representing the Office of the Prime Minister, Permanent Secretary Alex Kakooza—through NUSAF IV head Dr Robert Limlim—urged districts to integrate project activities into their broader development plans. Kakooza sternly warned against political favoritism, bribery demands, and poor financial reporting. State Minister for Northern Uganda Beatrice Akori further encouraged officials to utilize radio campaigns and public dialogues to educate citizens on accessing project opportunities. Originally launched in 2003, NUSAF continues to evolve as a vital pillar for recovery, social protection, and sustainable economic growth in the country.
