Speaker Jacob Oboth has emphasized the need for synchronized planning, budgeting, and implementation regarding Parliament’s core duties. Speaking during the annual review workshop for the Legislation, Oversight and Representation (LOR) Programme for the 2025/2026 financial year held at Parliament on Thursday, 22 October 2026, he urged stakeholders to transform review recommendations into actionable results.
Oboth stated that the LOR Programme ought to be planned, funded, and measured as a unified entity so that parliamentary efforts directly benefit citizens. He noted that the gathering marked the first annual review of the 12th Parliament, aligning with the rollout of the Fourth National Development Plan (NDP IV) and the Government’s Tenfold Growth Strategy.
Highlighting key priorities, the Speaker called for treating the initiative under the Government’s Programme-Based Planning and Budgeting system, fostering collective ownership, and reinforcing evidence-based execution through reliable data and timely reporting. He stressed the importance of collaborating closely with the Office of the Prime Minister and the National Planning Authority.
Echoing similar sentiments, Deputy Speaker Thomas Tayebwa noted that the workshop evaluated alignment with national growth frameworks and institutional performance. He urged the secretariat to consolidate all stakeholder proposals to shape upcoming planning cycles and drive effective service delivery across Uganda.
