Members of Parliament serving on the Defence and Internal Affairs Committee of the 12th Parliament have been cautioned to maintain professionalism and avoid personal conflicts when conducting security oversight. The warning was delivered by UPDF Reserve Force Commander, Maj Gen Joseph Ssemwanga, during an induction workshop held at Speke Resort Munyonyo.
Gen Ssemwanga emphasized that oversight duties should strictly focus on accountability, institutional principles, and national stability rather than serving as a platform to settle personal scores with security personnel. He noted that allowing individual disputes to interfere with parliamentary duties undermines constructive engagement between the legislature and security agencies.
Addressing the same gathering, security analyst Dr Ann Abaho urged legislators to upgrade their investigative capabilities to match modern security threats. She pointed out that contemporary risks increasingly involve cyberspace, data breaches, and digital warfare, requiring lawmakers to become proficient in interpreting complex data and statistics.
Dr Abaho further advocated for proactive legal frameworks that enable authorities to anticipate risks rather than merely reacting after incidents occur. She highlighted the necessity of forensic science in investigations and stressed that lawmakers should have direct, independent access to security facilities to inspect welfare conditions and protect human rights.
