Uganda’s Ministry of Lands, Housing and Urban Development has successfully restored access to the National Land Information System (NLIS) for approximately 90 percent of the personnel impacted by recent administrative transfers. The movement of officers across the country’s 22 zonal offices had temporarily hampered services such as land registration, valuation, and surveying.
Addressing Parliament on October 22, 2026, Lands Minister Judith Nabakooba explained that the service bottlenecks stemmed from the dual process of staff relocations and the mandatory revalidation of digital user rights. While operations were never formally suspended, the administrative transition caused backlogs and temporarily slowed down government revenue collections from land transactions.
Despite the setbacks, Minister Nabakooba assured lawmakers that the ministry anticipates clearing the backlog and recovering all delayed revenues before the end of October. She clarified that the reshuffle was a routine administrative measure aimed at improving accountability, enhancing service delivery, and preventing officers from becoming overly susceptible to local land brokers after prolonged stays at single stations.
Looking ahead, the ministry has acknowledged the operational challenges caused by simultaneous transfers and access reviews. Moving forward, authorities plan to implement phased transfers to ensure seamless transitions, safeguard public convenience, and minimize any future disruptions to land administration services nationwide.
