Speaker Jacob Oboth has emphasized the necessity for synchronized planning, budgeting, and execution across Parliament’s core duties. Speaking at the annual review workshop for the Legislation, Oversight and Representation (LOR) Programme for the 2025/2026 financial year, he urged stakeholders to translate review insights into actionable results.

Hosted at Parliament on Thursday, 22 October 2026, the workshop marked the first annual review of the 12th Parliament. Oboth stressed that the initiative must function as a unified entity under the Government’s Programme-Based Planning and Budgeting system to guarantee that legislative actions translate into visible improvements for citizens.

“The LOR Programme exists to serve the people of Uganda. When we enact good laws, scrutinise how public resources are used, and speak for our constituents, we turn the promises of government into real change in people’s lives,” Oboth stated during the event.

He outlined key priorities, including enhanced stakeholder ownership, data-driven implementation, and closer coordination with the Office of the Prime Minister and the National Planning Authority to align with the Fourth National Development Plan (NDP IV) and the Tenfold Growth Strategy.

Echoing these sentiments, Deputy Speaker Tayebwa highlighted the importance of collective responsibility among all institutional partners. He called upon the programme secretariat to consolidate stakeholder feedback to shape upcoming budgetary cycles and the broader implementation plan running through 2030.

Both leaders reiterated that commitments made during the workshop must be actively implemented across respective institutions to enhance service delivery and strengthen legislative oversight.
