As Uganda’s oil and gas sector moves closer to the commercial production phase, the Petroleum Authority of Uganda (PAU) and CNOOC Uganda are rallying local businesses in Hoima and the wider Bunyoro sub-region to step up their preparations. Authorities stress that domestic enterprises must strengthen their internal systems, comply with stringent regulations, and maintain proper business records to secure lucrative supply contracts.
During a recent stakeholder engagement in Hoima, PAU Local Content Officer Christine Nakyonyi emphasized the critical need for companies to register on the National Supplier Database. Registration serves as the primary gateway for businesses to be recognized for emerging procurement opportunities within the petroleum industry. Furthermore, suppliers are being urged to pursue joint ventures with larger domestic and international firms. These partnerships are designed to help local operators build technical and financial muscle, enabling them to eventually handle complex projects independently.
Daniel Eric Jumba, the National Content Manager at CNOOC Uganda, noted that the upcoming production phase will introduce different demands compared to the earlier development phase. Supporting local vendors creates a powerful economic multiplier effect, driving job creation and long-term economic growth that extends far beyond the immediate lifespan of the oil projects. CNOOC and PAU officials highlighted that ongoing sensitization campaigns are already yielding positive results, with noticeable improvements in service quality and regulatory compliance among regional suppliers.
Local leaders have welcomed the sustained push for national content participation. Bunyoro-Kitara Kingdom Chief Administrative Secretary Alex Katusabe noted that early preparation empowers local residents to submit competitive bids and reap the financial rewards of regional development. Kingdom officials have pledged ongoing cooperation with sector players to ensure that communities directly affected by petroleum activities secure meaningful employment and business opportunities.
