Kampala Capital City Authority (KCCA) is facing a severe financial constraint following a drastic reduction in its indicative budget for the 2027/2028 financial year. The authority’s funding has dropped from Sh1.054 trillion in the current financial year to just Sh725.445 billion, marking a staggering shortfall of over Sh320 billion.

City leaders and administrators have warned that the funding gap will severely hamper ongoing efforts to maintain and improve essential public services. Key sectors such as road infrastructure, drainage systems, waste management, public healthcare, and education are expected to bear the brunt of the cuts.

The budget contraction forces KCCA officials into difficult choices, requiring them to scale back or suspend critical developmental projects. Kampala’s infrastructure has already been struggling with deteriorating roads and inadequate drainage networks, issues that require sustained capital investment to resolve.

During recent consultative meetings involving city leaders, the State Minister for Kampala, and executive officials, stakeholders expressed deep concern over the financial trajectory. The scaling down of resources threatens to reverse recent gains made in urban renewal and service delivery across the metropolitan area.

As the authority navigates these financial headwinds, city authorities are under pressure to explore alternative revenue streams and optimize resource allocation to mitigate the impact on residents. Read more details about the budget shortfall in the original report by the Daily Monitor here.
