The Inspectorate of Government (IGG) has committed to assisting Uganda’s Parliament in addressing human resource irregularities highlighted in a comprehensive audit. The move follows findings that flagged 182 staff members over recruitment procedures and staff qualifications within the legislative institution.
In a 13-page report submitted to President Yoweri Kaguta Museveni, the IGG detailed investigations prompted by public complaints. The review revealed that some employees lacked necessary qualifications, while outdated job descriptions potentially undermined proper hiring standards. The watchdog specifically recommended a thorough review of personnel files alongside four director-level positions under the Office of the Clerk.
Speaking on the development, IGG official Munira Ali expressed satisfaction that the investigative findings are actively being utilized to reform the institution. She noted that Parliament is welcome to reach out for additional guidance and details whenever challenges arise during the implementation phase.
Legal experts note that individuals implicated in hiring irregularities could face legal consequences depending on investigative findings. Lawyer Tony Galandi explained that securing employment through forged documents or unlawful means may attract criminal charges, though he emphasized that the audit alone does not automatically establish criminal liability.
Parliament’s ongoing review aims to seal existing gaps in human resource frameworks, verify credentials, and restore integrity to recruitment processes. The Inspectorate remains fully engaged to ensure these reforms are successfully executed.
