The government of Uganda has thrown its weight behind the proposed redevelopment of Kampala’s iconic City Square, citing severe security concerns that have rendered the current space unusable for ordinary citizens. Speaking on the matter, Attorney General Sam Mayanja argued that the public space has effectively been overrun by suspected criminals who use it as a base for planning city-wide robberies.

According to Mayanja, the situation has deteriorated to the point where law enforcement requires a permanent presence. A police truck is now constantly stationed at the grounds to combat unlawful elements, while the once-lush grass has been largely destroyed by loiterers. He noted that no respectable family can currently visit the square for weekend relaxation due to these safety hazards.

The government-backed initiative stems from a proposal submitted by businessman Hajj Hassan Bulwadda. President Yoweri Museveni directed the minister for Kampala Capital City and Metropolitan Affairs, Minsa Kabanda, to review the plan and consult with the Kampala Capital City Authority (KCCA).

The ambitious redevelopment vision aims to transform the two-acre site into a modern, eco-friendly real estate complex. Plans include a hotel, a shopping mall powered by solar energy, restored green spaces, a water fountain, public internet connectivity, and dedicated recreational zones. Supporters of the project argue it will elevate Kampala to the standard of major international capitals like London, New York, and Paris.

Despite facing some public opposition, Mayanja emphasized that action is urgently needed to rescue the area from criminal elements. He assured the public that the site’s historical monument will be carefully preserved so visitors can continue to learn about Uganda’s rich heritage within the newly modernized environment.
