The Ministry of ICT and National Guidance has officially launched a comprehensive five-year National Data Strategy. This initiative is designed to revolutionize how government bodies handle information, from collection and storage to sharing, setting the stage for Uganda’s anticipated National AI Strategy. The roadmap aims to tackle inefficiencies stemming from disjointed data systems, reduce redundant efforts, and significantly enhance the quality of data used for public policy and service delivery across the nation.
Dr. Aminah Zawedde, Permanent Secretary at the ministry, underscored the critical link between dependable data and effective decision-making, especially with the rise of advanced technologies. “Artificial intelligence depends on the quality of the data used to develop and operate it,” she stated, emphasizing that strong data governance will be key to leveraging AI responsibly.
The strategy addresses challenges where isolated databases and varying data standards have historically led to duplicate submissions by citizens and agencies. A baseline survey revealed that data currently exists for only 36% of the indicators in Uganda’s Fourth National Development Plan (NDP IV). The new policy targets an ambitious increase to 80% within five years.
Structured around data governance, infrastructure, and strategic use, the plan includes investments in modern data centers, processing systems, and analytical software. Capacity building for public servants in data management is also a priority. Furthermore, the strategy incorporates robust safeguards for citizens’ personal information, aligning with the Data Protection and Privacy Act, 2019, and promoting public trust through transparency.
The initiative was developed with technical support from UN Global Pulse Uganda and scaling assistance from the United Nations Development Programme (UNDP). Its success, officials noted, will hinge on practical implementation and integration into operational budgets to ensure tangible benefits for citizens. This move positions Uganda alongside other African nations that are establishing national data policies to harness the potential of data-driven innovation.
