Rukungiri district is experiencing a notable administrative dispute, with the Resident District Commissioner (RDC), Mr. Bron Kikanshemeza, announcing the interdiction of three district employees for alleged financial mismanagement. The affected individuals include Mr. Prosper Byarugaba, Senior Assistant Secretary at Kebisoni Sub-county; Mr. Alex Karamuzi, the district civil engineer; and Mr. Wilson John Bangyirana, a former parish chief.
According to Mr. Kikanshemeza, the decision was a result of a monitoring exercise focused on government projects, which uncovered irregularities in the handling of public funds. He stated that the interdicted officials were instructed to cease their duties immediately to allow for thorough investigations. “Once investigations are done and they are found guilty, they will be arraigned in courts of law,” Mr. Kikanshemeza asserted during a press briefing.
However, the Chief Administrative Officer (CAO), Mr. Fredrick Byekwaso, has publicly contested the RDC’s announcement. In a telephone interview, Mr. Byekwaso stated that his office has not officially interdicted any employees, expressing confusion over who made the decision. This divergence in statements creates uncertainty about the formal status of the three workers and the procedural basis for their alleged interdiction.
The CAO’s office typically handles the day-to-day administration of district public service, adding to the confusion surrounding the RDC’s announcement. The specific details of the alleged financial mismanagement were not elaborated upon during the press briefing.
In a separate but related matter, Mr. Kikanshemeza called upon lower-level political leaders to enhance their oversight of government-funded projects, emphasizing their role in combating corruption. He highlighted the significant government investment in local communities and the importance of preventing funds from being wasted.
