Ahead of proposed national dialogue talks aimed at fostering post-election harmony in Uganda, a significant rift has emerged between the ruling National Resistance Movement (NRM) and opposition political parties concerning the release of political prisoners. The disagreement threatens to derail efforts to build bridges and address lingering political tensions.
During a recent retreat in Jinja, organized by the Netherlands Institute for Multiparty Democracy (NIMD), opposition figures made it clear that the unconditional freedom of all detained political actors and the secure return of those living in exile are non-negotiable prerequisites for any fruitful engagement. The retreat itself was focused on strategies for Uganda to effectively manage its diverse political, social, and institutional landscape, with the overarching goals of promoting inclusivity, fair competition, national unity, and enduring democratic practices following the 2026 General Elections.
The opposition’s stance emphasizes that true dialogue requires a foundation of justice and the absence of perceived political persecution. They argue that continuing to hold individuals on political grounds undermines the very spirit of reconciliation and open discussion that such a dialogue seeks to achieve. The NRM, however, has reportedly defended the judicial process, suggesting that detentions are based on legal proceedings rather than political motives. This divergence in perspective highlights a deep-seated mistrust that needs to be addressed for any national dialogue to be considered legitimate and effective by all parties involved.
