The Ugandan Ministry of Lands, Housing, and Urban Development has rolled out updated regulations for the acquisition of land titles, placing a strong emphasis on preventing fraudulent transactions and safeguarding the rights of legitimate property owners.

Under the new directives, the issuance of a Special Certificate of Title will no longer be automatic. Applicants must now undergo a rigorous verification process that includes on-site inspections of the land by officials from the Ministry of Lands and the District Land Board. These officials are tasked with confirming the applicant’s rightful ownership before any title can be processed.

Adding another layer of scrutiny, the guidelines make it compulsory for local leadership committees, comprising at least five members from the area where the land is situated, to conduct their own inspection. A detailed report from this local committee must be submitted to the government for review as part of the title issuance process.

These measures are designed to strengthen accountability within the land titling system and significantly reduce instances of land fraud, which have plagued the sector. By introducing these stricter verification steps, the government aims to ensure greater transparency and security in land ownership.

The new guidelines were launched by the Minister of Lands, Judith Nalule Nabakooba, signaling a commitment to reforming land administration processes. The focus is on ensuring that only deserving individuals obtain land titles, thereby protecting property rights and fostering confidence in the land market.

This initiative is a direct response to concerns about the integrity of land title issuance and aims to create a more robust and trustworthy system for all stakeholders involved in land transactions in Uganda. The Ministry of Lands is committed to upholding these new standards to prevent disputes and ensure fair land management practices.
