The African Commission on Human and Peoples’ Rights (ACHPR) has convened a high-level forum in Dakar, Senegal, to mark four decades since the African Charter on Human and Peoples’ Rights came into force. The gathering brings together governments, civil society, academia, and regional institutions to map out a strategic human rights roadmap extending through 2036.

Running under the theme “Adoption and Implementation of the African Charter: A Journey Towards the Africa We Want,” the Third Joint Special Mechanisms Forum evaluates historical achievements while addressing persistent implementation gaps across African Union member states. Originally adopted in June 1981 and enforced in October 1986, the African Charter remains the continent’s foundational framework for safeguarding civil, political, economic, social, and cultural rights.

Over the past forty years, the ACHPR has deployed 16 specialized mechanisms—including special rapporteurs and working groups—to tackle critical issues such as women’s rights, freedom of expression, the prevention of torture, and refugee protection. Building on previous meetings in Dakar and Banjul, the current sessions focus heavily on contemporary and emerging challenges, including digital rights, artificial intelligence, climate justice, and shrinking civic spaces.

A primary goal of the ongoing Dakar consultations is finalizing a comprehensive 2026–2036 roadmap. This strategic plan outlines practical benchmarks, resource requirements, and collaborative actions designed to bolster the efficacy of regional human rights mechanisms in alignment with the African Union’s Agenda 2063.

Participants expect the forum to yield renewed state commitments, enhanced partnerships between national institutions and regional bodies, and actionable solutions for fostering justice, equality, and good governance across the continent. Read more details on the Nile Post.
