Ukrainian President Volodymyr Zelensky is scheduled to meet with US special envoy Steve Witkoff in Oslo, Norway, a meeting brokered by Norwegian Prime Minister Jonas Gahr Støre. This high-level discussion comes at a critical juncture for Ukraine, with reports of strained relations between President Zelensky and US President Donald Trump.

Adding to the complexity, a military technical advisor to Zelensky, Serhii “Flash” Beskrestnov, has voiced concerns to the BBC regarding the reliability of US intelligence warnings. Beskrestnov suggested that a lack of timely and accurate information has led to preventable Ukrainian casualties, a claim US Secretary of State Marco Rubio has vehemently rejected as “scandalous.”

Recent weeks have seen public friction between Kyiv and Washington, with President Trump suggesting it might be time for Ukraine to find new leadership and representatives for negotiations. Prime Minister Støre aims for the Oslo talks to steer the relationship back toward a “more constructive path” and ultimately foster a diplomatic resolution to the conflict.

President Zelensky has previously indicated a “constructive discussion” with Secretary Rubio concerning the necessity of early US warnings, missile interceptors, and the Starlink internet network. However, recent unconfirmed reports suggest delays in the transfer of Patriot interceptors to Ukraine, though Rubio admitted that while the missiles might not have arrived, there was no intentional denial of support.

The Oslo meeting is expected to include other international representatives, such as Finnish President Alexander Stubb, and officials from the UK, Poland, France, Germany, the EU, and NATO. While a potential meeting between Witkoff and Russian officials has not been confirmed, Kremlin spokesman Dmitry Peskov expressed hope for such engagement.

These developments follow a period of controversial US-Russia dealings, including a reported agreement where Russia would supply diesel to the US, leading to the lifting of certain American sanctions. This move coincided with a previous meeting between Witkoff and Ukrainian officials, drawing criticism from Zelensky. The backdrop of these diplomatic maneuvers includes rising fuel prices in the US, which President Trump has linked to Ukrainian actions, and European concerns over perceived inconsistencies in US foreign policy towards Russia.
