The Parliamentary Committee on Physical Infrastructure has wrapped up its extensive investigation into the government’s digital number plate system.

Chaired by Mbarara City South MP Mwine Mpaka, the committee spent a month scrutinizing the contract awarded to Russian firm Joint Stock Global Company Security (JSGCS). The probe aimed to understand how the firm secured a 10-year deal for the implementation of the Intelligent Transport Monitoring System (ITMS).

During the inquiry, the committee engaged with over 19 stakeholders from both public and private entities. They examined the process by which JSGCS was granted the contract and subsequently began installing the digital plates on vehicles and motorcycles across the country.

Key issues examined included the legality and technical feasibility of the project, as well as the overall procurement process. The committee sought to clarify concerns raised by various experts and officials regarding the implementation of the ITMS.

Before the findings are officially presented to Parliament, the committee members intend to seek an audience with President Yoweri Museveni. This meeting is expected to provide a final opportunity to discuss the report’s conclusions and recommendations directly with the Head of State.

The report’s findings are anticipated to shed light on the controversies surrounding the digital number plate rollout and inform future government decisions on similar technological projects.
