Lady Justice Aisha Naluzze Batala, the Inspector General of Government (IGG), has strongly cautioned the recently appointed members of the Public Service Commission (PSC) against engaging in corrupt practices. During a weeklong induction programme at Serena Kigo, the IGG stressed that accepting gifts, showing favouritism, or leaking sensitive information could severely damage the integrity of public institutions.

Naluzze urged the commissioners to refuse and report any offers of gifts or favours that aim to influence official decisions, contracts, or preferential treatment. She underscored that all decisions must be grounded in the law and the public interest, not personal gain or external pressures.

“Public offices are meant to be exercised in the public interest, not for personal gain or the benefit of particular individuals,” Naluzze stated, reminding the officials that they are custodians of official information and must only disseminate it through authorized channels.

Furthermore, the IGG directed the commissioners to declare all gifts received in their official capacity, maintain meticulous records, and report any attempts at bribery. She highlighted the importance of honesty, accountability, transparency, impartiality, and professionalism as cornerstones of credible public service.

The warning comes as the nine-member commission, appointed by President Museveni and sworn in on October 16, 2026, begins its term. The PSC plays a vital constitutional role in public service appointments and personnel matters, making impartiality and adherence to procedure crucial for fair management of public officers.

Naluzze also reminded the commissioners of their obligation to submit declarations of income, assets, and liabilities by January 16, 2027, as mandated by the Leadership Code Act. The induction programme aims to equip the commissioners to perform their duties independently, impartially, and accountably, emphasizing that ethical leadership is fundamental to institutional performance and effective service delivery.
