The Parliament of Uganda is set to commence a significant validation exercise involving more than 300 of its staff members. This four-day process, initiated on Monday, is designed to meticulously review the recruitment history of each employee.
Spearheading this initiative is the Public Service Commission, with officials including Head of Public Service and Secretary to the Cabinet, Lucy Nakyobe, overseeing the proceedings. The exercise will encompass personnel across all parliamentary departments, from the Office of the Clerk to Parliament to various support units.
Speaker of Parliament, Jacob Marksons Oboth, announced the validation during a recent sitting, emphasizing that “Every employee of Parliament will undergo validation. Everyone from the Clerk to Parliament will speak to their documents and how they were recruited.” The primary objective is to ascertain whether appointments adhered strictly to established recruitment protocols and to identify any potential irregularities.
The validation schedule reportedly begins with staff from the Speaker’s office, followed by the Deputy Speaker’s office, the Clerk’s office, and leadership departments. Subsequent days will focus on finance, human resources, administration, transport, and the parliamentary budget office.
Staff are required to present a comprehensive set of documents, including appointment letters, parliamentary IDs, national IDs, and all academic and professional certificates, from Ordinary Level upwards. The exercise is anticipated to cause some disruption to parliamentary business, potentially leading to committee sittings being rescheduled to afternoon slots.
This extensive review aims to ensure the integrity of the parliamentary workforce and the fairness of its recruitment practices. It is a crucial step in maintaining public trust and operational efficiency within the legislative body.
