The Anti-Corruption Court has ordered the detention of three Kampala Capital City Authority (KCCA) officials and a land dealer pending investigations into a Shs600 million land fraud case in Munyonyo.
Principal Assistant Secretary Charles Jude Wasswa, Government Valuer Ronah Agaba, Data Entry Clerk Esther Achom, and land dealer John Kizito were arrested by the State House Anti-Corruption Unit and presented before the court. They are facing charges including abuse of office, criminal conspiracy, forgery, and fraudulent procurement of a land title.
According to the prosecution, the accused allegedly conspired in 2024 to abuse their positions to process a special land title and facilitate the transfer of property located in Munyonyo, which rightfully belongs to James Mulebeke, the registered owner since 2011. Investigators found that Kizito initiated the process using forged documents, bypassing the registered owner’s knowledge.
Esther Achom is accused of receiving these documents and forwarding them to Charles Jude Wasswa without proper registry procedures. Wasswa, in turn, allegedly influenced a Registrar of Titles to issue a special certificate without proper identification of the applicant. The Registrar is reported to have approved the transfer to Kizito without verifying crucial documents or requiring the owner’s presence.
Further investigations revealed irregularities in the land valuation. Ronah Agaba allegedly assessed the half-acre land at Shs200 million, significantly below its market value of over Shs600 million. Another official, Jude Tadeo Mulindwa, is also implicated in processing the transaction without ensuring stamp duty payments were settled.
Following the arraignment of the four, criminal summons have also been issued for Hamida Nabukeera and Jude Tadeo Mulindwa to answer related charges as the case progresses.
