The Ugandan Public Service Commission has welcomed a new cohort of nine members, led by Chairperson Vincent Seruma and Vice Chairperson Jane Sanyu Mpangi, who were sworn into office on October 16, 2026. Their appointment comes at a crucial time, as the commission grapples with significant challenges including widespread corruption, systemic inefficiencies, and a notable decline in public trust.
The immediate priority for the new leadership is to overhaul the public service recruitment and administration processes. These have long been plagued by issues that hinder merit-based appointments and contribute to a bloated, often ineffective, bureaucracy. Restoring the integrity of these systems is paramount to ensuring that public service positions are filled by qualified individuals who can serve the citizenry effectively.
The commission’s mandate extends beyond mere recruitment; it involves a comprehensive effort to rebuild the reputation of a body that has faced criticism for its susceptibility to malpractices. The members are expected to implement robust mechanisms for accountability and transparency, thereby fostering a culture of integrity within the public sector.
This undertaking is significant, given the deep-rooted nature of the problems. However, the new commission’s success will be crucial for improving service delivery and reinforcing public confidence in government institutions. Their performance will be closely watched as they strive to create a more efficient and trustworthy public service for Uganda.
