Four individuals, including three KCCA officials and a land dealer, are facing charges related to a scheme to defraud the rightful owner of a prime piece of land in Munyonyo, Kampala.
The accused, identified as KCCA Principal Assistant Secretary Wasswa Charles Jude, government valuer Agaba Ronah, data entry clerk Achom Esther, and land dealer Kizito John, were presented before the Anti-Corruption Court.
They face serious charges including abuse of office, criminal conspiracy, forgery, and fraudulent procurement of title. The court has remanded them until October 29, 2026, pending further proceedings.
The alleged fraudulent activities reportedly began in 2024, involving the irregular acquisition and transfer of a half-acre plot of land in Munyonyo, specifically Kyadondo Block 255, Plot 532. This land has been registered to James Mulebeke since 2011.
Investigators claim the land dealer, Kizito John, initiated the process by submitting documents for a special certificate of title without the owner’s knowledge. KCCA clerk Achom Esther allegedly processed these documents, passing them to Wasswa Charles Jude, even though they were not officially logged at the KCCA Ministry Zonal Office.
The application for the special title was reportedly bolstered by forged documents. Wasswa is accused of leveraging his position to influence a registrar to issue the certificate without proper identification of the proprietor.
Further allegations suggest the property was transferred to Kizito without the registered owner’s presence or adequate verification of identification and payments. The valuation of the land also came under scrutiny, with Agaba Ronah allegedly valuing it at Shs200 million, substantially less than its market value exceeding Shs600 million.
Another government valuer, Mulindwa Jude Tadeo, is implicated in processing the transaction without the required stamp duty. Criminal summons have also been issued for Nabukeera Hamida and Mulindwa Jude Tadeo in connection to the case.
