Uganda has received a strong call to ratify and implement the Intergovernmental Authority on Development (IGAD) Protocol on Free Movement of Persons. This move is seen as crucial for deepening regional integration, expanding economic prospects, and fostering social progress across IGAD member states.

According to Mr. Ephrem Getnet, the ILO’s chief technical advisor on free movement in the IGAD region, ratifying the protocol would facilitate secure, organized, and regular labor mobility. This, in turn, would enable businesses to access the necessary skills, thereby improving productivity and competitiveness.

Mr. Getnet emphasized that realizing the full benefits of free movement hinges on effective implementation, supported by robust governance, coordinated policies, sufficient resources, and ongoing capacity building. He stressed the need for a “whole-of-government and whole-of-society” approach to ensure broad stakeholder support.

Dr. Josephine Ali Ekwang, Commissioner for Inspection and Compliance at Uganda’s Ministry of Internal Affairs, acknowledged the potential for increased employment, trade, investment, and educational opportunities. However, she underscored the government’s responsibility to balance these benefits with national security concerns, worker protection, and the maintenance of public services.

“The national migration policy provides a foundation for this work. We must now examine the practical implications of the protocol for our laws, institutions, border operations and national budget,” Dr. Ekwang stated, urging stakeholders to identify policy gaps and assess the costs, benefits, and risks associated with ratification.

Ms. Agnes Igoye, an IGAD migration expert in Uganda, noted that concrete national actions are needed to translate commitments into reality. A recent national workshop produced recommendations for a draft Cabinet memorandum and a roadmap to advance the ratification process, including updating the Migration Regulatory Impact Assessment.

Uganda signed the protocol on May 14, 2024, and has since engaged in consultations with IGAD to prepare for ratification. The process aims to align national priorities with shared regional goals, fostering a region with well-governed mobility and expanded decent work opportunities.
