A nationwide operation initiated on August 4, 2026, has resulted in the arrest of 552 suspects accused of stealing or misusing funds designated for the Parish Development Model (PDM). The multi-agency effort, involving security forces, the Directorate of Public Prosecutions, and local administrative officials, aims to recover and prosecute those involved in corrupt practices related to the government program.

So far, the crackdown has spanned twelve police regional jurisdictions, including areas in Teso, Sebei, Bukedi, Karamoja, and parts of Buganda like Luweero. The arrested individuals occupy various positions within local communities and public institutions.

Among those apprehended are 231 SACCO leaders, 81 parish chiefs, 23 local council officials, 23 teachers, and five district commercial officers. Charges they face include theft, forgery, embezzlement, obtaining money by false pretense, conspiracy to defraud, and cheating, depending on the specific allegations.

Police have stated that the operation will expand to other regions, warning that no one involved in the illicit acquisition or diversion of PDM funds will be spared. The force emphasized that such abuses undermine the core objectives of the government’s initiative to boost household incomes and integrate communities into the money economy.

Authorities are urging those who have extorted money from beneficiaries to return it promptly. The PDM program relies on SACCOs to disburse funds for income-generating activities, and the alleged theft jeopardizes the intended impact of providing capital for small businesses and agricultural ventures.

Investigations and legal proceedings are ongoing, with police reiterating their commitment to ensuring accountability for the misuse of public funds. The operation underscores the government’s resolve to protect the integrity of development programs.
